Hutchcroft and\u00a0Weena Gera<\/p>\n\n\n\n<figure class=\"wp-block-image is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/brill.com\/coverimage?doc=%2Fjournals%2Fppsj%2F43%2F2%2Fppsj.43.issue-2.xml&amp;width=300\" alt=\"Cover Philippine Political Science Journal\" width=\"467\" height=\"710\"\/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"d11609929e170\">Abstract<\/h2>\n\n\n\n<p>This article examines central-local dynamics in the Philippines in the era of the pandemic, demonstrating that the national government has not provided the type of \u201ccentral steering\u201d necessary to confront a foe as tenacious as\u00a0COVID-19. Instead, there is another type of power that emanates from the center \u2013 namely the strong-arming of local politicians by President Rodrigo Duterte. While this form of power may help conceal the government\u2019s \u201cweak steering,\u201d and make the president appear to be in control, it does not produce the quality of national-subnational coordination required for effective pandemic response. It is an escalation of Duterte\u2019s earlier approaches, from 2016 to 2019, albeit no longer accompanied with rhetoric supporting local autonomy.
